Rueben Francis "Rube" Briscoe was born in Renfrew, Ont., and came was in 1905, farming near Saskatoon. He later moved to Wiseton, where he continued farming before moving to Saskatoon in 1925. He was married to Tillie (d., 1971) and they had one daughter, Joy (Horner) of Blaine Lake.

Rube Briscoe worked for the firm of R.B. McLeod before being hired by the City of Saskatoon, where he was for many years Superintendent of Works. After retirement, he worked with the Western Development Museum, helping to supervise construction of the museum in North Battleford.
