Jean-Baptiste Norbert Dumont Lepage was born on November 3, 1903 in Sainte-Anne-De Monts Gaspe Country, Quebec. In 1910 his parents moved west and settled in Vonda, Saskatchewan. LePage was educated at Vonda Separate School, St. Boniface College, and Success Business College in Prince Albert. He was secretary in the Adrian Doiron law office in Vonda. In 1929 he married Rose Delima Loiselle of Vonda. They had three children: Marie Therese Solange, Francis Xavier Norbert and Dumont Pierre.
From 1928 to 1944 he was secretary-treasurer of the R.M. of Grant No. 372, later becoming secretary of the R.M. of Gravelbourg Credit Union. From 1935 to 1939 he was councillor for the town of Vonda and from 1939 to 1944 he was secretary-treasurer.In 1952 Lepage became manager of the radio station in Gravelbourg and he was a member of the Canadian Association of Broadcasters and the Western Association of Broadcasters. He was also president of L'Association Catholique Franco-Canadienne de la Saskatchewan.
During the Second World War he organized the Victory War Bond campaign for the town of Vonda and from 1945 to 1952 he served as president of the Gravelbourg Chamber of Commerce. He was also a past Grand Knight of the Knights of Columbus. Lepage assisted in the building of the radio stations CFNS in Saskatoon and CFRG in Gravelbourg and retired from broadcasting in 1969. Lepage died at the age of 70 on February 19, 1974.
