Phyllis Dickie-Windsor (nee Butler) was born in the fall of 1922 to Frederick Arnold Butler and Mabel Alice Butler (nee Barton) at Gull Lake, Saskatchewan. Her mother, Mabel, had been born in London, England and her father, Frederick, had been born in Sussex, England. Phyllis' education was obtained in the Alpine Rural S.D. and Gull Lake High School. She graduated from Moose Jaw Gen. [sic] as a registered nurse. She was married to William Dickie in October of 1950; in the years following his death, Phyllis married Cecil A. Windsor (August 24, 1987). Phyllis' interest in art led to the International Peace Garden Art School at Minot State College in 1976. She has also taken a painting course through the University of Saskatchewan. Phyllis is a Life Member of both the Melfort Agricultural Society and the MCW, and remains active in the Melfort United Church. She continues to prolifically paint landscapes and still life in watercolour and oil. Phyllis has shown her art at the Melfort Agricultural Fair, the Prince Albert, Saskatchewan Gallery, the "Tip of Texas" Art exhibition in McAllen, Texas, and various art events sponsored by the Melfort Arts Council.
